His speech in New York on Tuesday might be regarded as an improvement on last year\u2019s<\/a> only in that it was not an explicit, full-scale attack on the UN itself, merely on its founding principles.<\/p>\n The absences this year are perhaps as telling as the US president\u2019s hostile presence. Vladimir Putin has not attended for more than a decade. Nor has Xi Jinping \u2013 but the snub is more striking as he is in Washington<\/a> to meet the US president. India\u2019s Narendra Modi is not present; nor are Cyril Ramaphosa, Bola\u00a0Tinubu or Abdel Fatah al-Sisi \u2013 the leaders of Africa\u2019s three giants,\u00a0South Africa, Nigeria and Egypt.
