Rather, he is a president of missed opportunities, and with a problem similar to Joe Biden\u2019s: his record is far from bad<\/a>, but the \u201cvibe\u201d that carried him to the \u00c9lys\u00e9e in 2017 has long since shifted from enthusiasm to generalised discontent.<\/p>\n Public dissatisfaction with Macron has been fuelled by his outgoing prime minister \u00c9lisabeth Borne\u2019s repeated recourse to a deeply unpopular constitutional measure, article 49.3<\/a>, to get laws passed \u2013 including hated pension reforms<\/a> \u2013 in the absence of a clear legislative majority.
